Medicaid: A Last Resort for People Needing Long-Term Services and Supports

This report from the AARP Public Policy Institute, authored by Wendy Fox-Grage, explores the importance of Medicaid for people with disabilities, those who require long-term care (LTSS), and dual eligible older adults. Medicaid is the nation’s largest publicly funded health and LTSS insurance program for people with low incomes. For some of these individuals, Medicaid becomes a lifelife, and a program of last resort.
